State prepared for Diyarbakır massacre 3 days before

AMED – In Diyarbakır, a twin bombing with cluster bombs at a crowded rally for the Peoples' Democratic Party (HDP) has claimed four lives and wounded at least 350. It has emerged that the Diyarbakır Governor's office had instructed the hospitals in the city to be prepared for “probable injuries and deaths” several days before the bombing.

A decree issued to the city's public institutions by the Governor's office of the Turkish state on June 2 reveals that the state had made preparations for the bloody bombing. The leaked document bears the signature of Diyarbakır province's vice governor, Mehmet Demir. It was sent to the municipal government and local hospitals—as well as the directorates of highways, electricity, hydraulics, health and forestry.

The document said that security measures had been taken for the HDP rally at İstasyon Square to be held on 5 June and listed the alleged security measures. The most striking part of the measures reads: “The General Secretary of the Public Hospitals Union shall review all of the capacity (building, material, equipment, personnel) in consideration of probable injuries and deaths and shall make internal regulations where necessary."
